PDF24 Creator is a free PDF toolbox for Windows 10 and 11 from Geek Software GmbH. It includes a virtual PDF printer, merge, split, compression, OCR and conversion tools, works offline and is free for private and commercial use.
Many offices need the same handful of PDF jobs every week: combine scanned pages, shrink a file for email, turn a document into a PDF. PDF24 Creator does all of these on your own PC, without uploading anything.
Tools in the box

- Merge and split: Combine several PDFs or pull pages out of one.
- Compress: Reduce file size before sending a PDF by email.
- OCR: Turn scanned pages into searchable, selectable text.

- Reader: Open PDFs in the built-in viewer.
Download and install
- The Download button opens the official PDF24 Creator page on tools.pdf24.org.
- Download the Windows installer and run it. PDF24 Creator supports Windows 10 and 11; there is no macOS or Linux version.
- Open the PDF24 Toolbox from the Start menu, or print to the new PDF24 printer.
Free and offline
PDF24 states that the Creator can be used free of charge without restrictions, both privately and commercially, and that the desktop tools work offline so files stay on your PC. The website itself shows ads around its pages; the online tools on the site are a separate option from the desktop program.
For splitting and merging on macOS or Linux, try PDFsam Basic. For simple viewing, Sumatra PDF is very light.
